Annapolis Planning Commission continues review of Crystal Spring

The sometimes controversial Crystal Spring development should go to the Annapolis Planning Commission for another round of approvals by the end of April, sources say. While this is the first step for the project's public approval, the hearing will likely be one of many in the next few months regarding the mixed-use project. Developers will also appear in front of the city's Building Board of Appeals to respond to citizens' objections to plans approved by commission staff in March.

The 180-acre site is at the corner of Forest Drive and Spa Road in Annapolis. About 40 percent of the property is preserved woodland, and a portion of the site backs up to Crab Creek. The woods and the creek are the sources of most objections to the plan.

Developers are planning a retirement community with a continuing care facility featuring 350 apartments and duplex homes, 130 townhomes and a 75-room nursing home. There is also space for shops, restaurants, an inn and a chapel. The project has been in the works for three years and has been met with enthusiasm by some local seniors.

While the project will generate construction jobs and be a source of employment and tax revenue after it's finished, opponents have been quite vocal about the development's impact on the environment. Critics include groups from the national scene, like the Sierra Club, and the local scene, like the Anne Arundel Bird Club. They want better protections for the forest on the site, and they want developers to relocate the buildings farther away from the creek. Some residents' groups, too, have voiced concerns about traffic congestion in the area.
